Ooo, a real toughie. I never got a good haircut when in Vienna -- at least not for the price I paid. Prices will be similar to a major US metropolitan area (and with exchange rates...be prepared). I usually got my hair cut/coloured whenever I was home in the US on holiday or for work.
There's a good boutique in the Hotel Imperial -- never went but people said it was good. I'd expect it to be expensive.
